The Field Services Manager will oversee operations of wastewater collections and water distribution systems.  Responsibilities will include staff supervision, wastewater collection system, water distribution system, training, planning, equipment, budget, regulation compliance, public relations, and reporting.  
                                     
ESSENTIAL Duties and Responsibilities:
  1. Supervises staff, including training and providing for technical or professional development, selecting or recommending selection, evaluating work, counseling, disciplining, and terminating or recommending termination.
  2. Plans and organizes activities for area of responsibility; prioritizes, schedules and assigns tasks, ensuring compliance with departmental safety standards; assists with completion of departmental tasks as needed.
  3. Monitors maintenance and repairs on heavy equipment such as lubricating, adjusting tracks on excavator or bulldozer, replacing light bulbs, hydraulic hoses or relief valves, adjusting fan blades, flushing radiators, or replacing fuses; performs welding as needed.
  4. Supervises and performs grading in the construction and/or resurfacing of roads; utilizes levels to check grades and ensure compliance with specifications.
  5. Oversees and assists with miscellaneous projects as directed, such as masonry work, landscaping, line location, patching roads, digging graves, clearing debris, constructing building pads, maintaining right-of-ways, or building and maintaining drains and boxes.
  6. Performs inspections of collection and distribution systems for compliance with regulatory guidelines, and the City/County guidelines and regulations; furnishes sewer and water connection status information.
  7. Interacts with City customers to provide information, discuss collection and distribution system-related issues/concerns, resolve complaints, or receive feedback.
  8. Oversees, reviews, and approves expenditures for area of responsibility; purchases operating materials; provides fiscal data for preparation of annual budget.
  9. Performs investigations of accidents, injuries, sewer overflows, or collection or distribution system-related customer complaints.
  10. Sets up and maintains record system; processes daily paperwork including reports, memos, requisitions, and personnel information.
  11. Gathers information/data to support periodic and special reports documenting activities for area of responsibility.
  12. Attends or conducts staff, safety, and other professional meetings to exchange information; attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
Education/Training/Experience:
  • Completion of a standard high school education or its recognized equivalent
  • Equivalent of one year of college or specialized vocational training in construction, heavy equipment operation, business management or closely related field.
  • Five years experience in sewer and water construction and maintenance, equipment operations, truck driving or manual labor
Skills, Knowledge, and Abilities:
Knowledge of:
  • Construction and operation of collection/distribution systems
  • Various types of pipe
  • Equipment used in repair and installation of the sewer and water systems
  • Maintenance and upkeep of all equipment
  • Of safety practices, procedures and equipment used
Skill in: 
  • Reading diagrams and schematics
  • The operation of motor vehicles and equipment with specialized controls under all types of weather conditions to include back-hoe, laser, transit, quick cut saw, tapping machine, hand tools, cleaning equipment, painting equipment, lawn equipment, front end loader, dump truck, power saw and jackhammer
  • Oral and written communication
Ability to: 
  • Understand and follow oral and written instructions
  • Lift objects over 50 pounds
  • Work emergency duty during non-scheduled work hours
  • Distinguish between different shades of color
 
License(s) or Certification(s) Required:
  • Must have a valid commercial drivers license in the State employed;
  • Must be willing to work overtime and to be placed on-call when necessary for emergency situations
